With the shift towards a knowledge society, changing working conditions and the continuous evolution of information and communication technologies, p- ples’ knowledge and skills need continuous development. Technology-enhanced learning is one of the strategic objectives of the EU/IST Work Program, with the goal of “improving the e?ciency and cost-e?ectiveness of learning, for - dividuals and organizations, independent of time, place and pace.” Innovative infrastructures, methods and approaches are needed to reach this goal, and will facilitatetransfer andsharingof knowledgebetweenindividuals and inorgani- tions.Fore-learning,asine-commerceande-business,systemicchangeswrought by emerging technologies are also changing the relationships between consu- tion and production—in this case of knowledge—as what many call ‘Web 2.0’ becomesmoreinteractiveanduser-generatedcontentbecomes morewidespread.
